Flint, Michigan came in 1st. In a fit of genius "Flint police chief Alvern Lock stated late last year that he believed the city's violence stemmed from drugs and gangs" - Yahoo finance. As opposed to what buddy? The never ending blood feud between wizards and warlocks?
